DAVAO DE ORO — The 10th Infantry (Agila) Division, Philippine Army formally strengthened its partnership with the University of Mindanao and the Department of Science and Technology Region XI through the signing of the Terms of Reference for “Project AgilaCom,” a Multi-Communications Integrated System, during a ceremony held at the University of Mindanao Matina Campus on May 6, 2026.
The initiative was led by Major General Alvin Luzon, Commander of the 10th Infantry (Agila) Division, as part of the Philippine Army’s continuing modernization efforts aimed at improving its mission’s effectiveness and operational efficiency in the field. Project AgilaCom aims to develop a secure, unified, and interoperable communications platform designed to enhance mission command, situational awareness, and operational coordination among troops, particularly in geographically isolated and conflict-affected areas where access to reliable communication infrastructure remains limited. Through the said project, military units are expected to benefit from faster coordination and more efficient real-time information exchange during operations.
In addition, the initiative also seeks to ensure that troops maintain secure and reliable communication capabilities even in areas facing security threats and difficult terrain conditions.
The system integrates cross-platform communications technology, enabling connectivity across various communication devices and systems. It also features real-time GPS tracking capability to monitor troop movement and positioning during operations. Furthermore, the platform utilizes a secure Web Real-Time Communication (WebRTC) voice capability which is protected by military-grade mutual Transport Layer Security (mTLS), ensuring protection against interception and potential cyber threats in its usage.
Project AgilaCom is being developed under the DOST-PCIEERD Research and Development Initiative by the University of Mindanao in collaboration with the 10th Infantry (Agila) Division, the 10th Signal (Masaligan) Battalion, Signal Regiment, the Department of Information and Communications Technology Region XI, and DOST XI.
The abovementioned partnership highlights the strong collaboration among the military, academic institutions, and government agencies in utilizing innovation and advanced technology to support national security and development. Also present during the ceremonial signing were Mrs. Maria Linda Arquiza, Vice President for Research and Innovation of the University of Mindanao, and Dr. Guillermo Torres Jr., President and Chief Executive Officer of the university. Both officials have expressed strong support for initiatives that promote research, innovation, and technological advancement as part of strengthening national development and security programs.
On his message, Major General Luzon emphasized that the project demonstrates the importance of strategic collaboration in developing mission-oriented technologies that directly contribute to operational readiness and communications capability enhancement among troops.
“Project AgilaCom demonstrates the importance of collaboration between the military, academia, and government agencies in developing mission-oriented technologies that will enhance operational readiness, situational awareness, and secure communications capabilities of our troops,” Luzon said.
The 10th Infantry Division also considers the initiative one of its best practices, as it promotes capability enhancement through innovation, interoperability, and strategic collaboration in support of the Philippine Army’s ongoing modernization efforts. Through the use of advanced communication technologies, the project is expected to further strengthen security, coordination, and responsiveness during military and humanitarian operations across Mindanao and other parts of the country.
